That boss still sucks. The issues are the time limit and the phases running away. Which resets the phase. And the further along, the phases get higher hp which makes it harder to kill. And cognitive Haru is buffing the enemies as well. It's just a fucking shit show of a boss. The only true hard boss of the game and it's the middle of the pack.Optionally, get Psy/Curse damage items. Like everyone else has been saying - the problem is not that Okumura is too difficult, it's that everything up to that was too easy. At least in the sense that if you're appropriately leveled, most fights it's actually fairly difficult to set up the kinds of baton pass chains that you need for Okumura, so the game is in a sense failing to properly train you.
